Can I rotate specific pages or just the entire document?

Both. Rotate all pages uniformly 90° clockwise, 90° counter-clockwise, or a 180° flip or select individual pages to rotate while leaving the rest unchanged. This is what you need for mixed-orientation scans where some pages came through portrait and others landscape.

Is the rotation permanent or just for viewing?

The rotation is permanent and saved into the file. When you download the rotated PDF it displays in the new orientation in every PDF reader, browser and device unlike rotating in a viewer like Adobe Reader or Chrome, which only changes the view on screen and reverts when you reopen the file. To undo it, rotate back with the same tool.

Why does my PDF still look sideways after rotating it?

If you rotated inside a PDF viewer rather than an editor, the change applied only to the on-screen view and wasn't saved into the file. If a rotated file still looks wrong in one specific app, reopen the downloaded copy rather than the cached original.
